Very cute :-) I would say it is homemade fromm 1950's . You could buy those little elf faces that you can glue one , They sold them in dime stores and you can still buy them :-)
I was not paying attention sorry a few typo's homemade from 50's maybe early 60's and the little faces of elves are glued on . I would say a creative Mother made it and it could have been a kit also .
I agree with Mani for sure! I love vintage Christmas.
