Folk art? I bought this at a house auction over 20 years ago - I don't remember what I paid as it was in a lot with other item

I have no idea what this is and if it is worth anything. I have had it for a long time. It measures 22" by 40" - I did not even know this was in the lot that I purchased. It appears to be made out of burlap (?). The figures seem to be cut by hand as they are not perfect.
