What is this strange pocket-watchlike object?

Does anyone know what this is?

It's shaped like a pocket watch. It's been in my grandma's family for as long as she can remember, but she doesn't know what it is or what it is used for.

You can open the back, which contains an empty area which would probably be used to engrave with initials, but none are present.
