Antique glass lamp. Unknown Maker. base has internal bulb as well.

I was given this lamp by a wealthy relative who has no idea where it came from. The globe for the top is coming soon "I hope" It has a bulb inside the base that looks like an old Christmas bulb and it is pink. In pic#2 in the bottom right hand corner is stamped F728. Just wondering if this is an important piece or a piece of junk. Please help.
