What is this used for?

I have no idea what this is. I found it on the workbench in our house, and always assumed it was a tool of some sort, maybe a drill attachment.
It is metal, hollow, and just a couple of inches long. The stem end has a couple of ridges around it. Not only is the metal sort of pleated, it is textured as well.
