Mystery uniform button--New York State?

This mystery button bears some resemblance to the old New York State seal. It has the two women and the shield, but the shield is different and instead of an eagle, there is a horse head. The back mark says Smith Grey & Co. New York. The button is just over one inch in diameter. Any help is appreciated. Thanks, Linda
