    It is a Dietz Champion Steel Lamp driving lamp that went on trucks. The top is a little bent in but not to bad. The last patented on January 22,1907. I don't know how to open it or how to fill it.

      The base likely unscrewed, but rust causes extreme friction so it does not move.
