Anyone know what this is and what was it used for, has two blades looks like used maybe for horse hoofs

If I were a horse, I wouldn't let you get near me with that ! You show nothing to indicate size. The blades appear to cut diff. depths & that would indicate to me a wire stripper made so a terminal can be attached. For a BFW ? The "B" is for big & the "W" is for wire. You should be able to figure out what the "F" is for. LOL !!
I'm guessing a bit here but is this not a tool for cutting or trimming bundles of tobacco leaves after they have been cured?
