Yes, it's a purity ring.
I see remelts of paint in the lettering, was it suppose to have color or did someone have fun playing with this ring?
The letters probably had enamel color at one time.
OR - it's silver polish which is stuck inside the grooves. Wash the ring with dish soap and a sponge. I bet it comes off.
