      It looks like it is a metal band saw chop saw. My dad has one a lot like this in his barn. The big black metal plate had a motor mounted on it and drove it with a belt. It looks like you can lift the other end up so you can slide the piece of metal in place to be cut. If it was made correctly you should be able to put a piece in the saw and the weight of the contraption should let you walk away while the saw dose its work. It looks like it might be home made. Or at least redesigned by your grandfather.

      James hit the nail on the head ! this one is missing a bunch of stuff but it sure is a metal band saw....no vise.....no motor........is that a blade ??
