    Mystery? Is this BSA patch? It is felt. It was sewn on a Boy Scout neckerchief. I believe it was my grandfather's scarf. I am a third-generation Eagle Scout.

      I am fairly certain that is BSA neckerchief with a Tulsa patch sewn on. I have that same neckerchief right here and I can see the BSA logo sticking out under the patch and to the left.
