Dolls from where?

Hi.
These dolls were purchased by my late grandfather on tour as a Navy Pilot. I appreciate any insight into the country of origin or any identifiable features.
I tried to translate the attached piece of paper but no luck. The head, hands and boots appear to be plastic with hand painted face.
