What is this very odd tool?

Hello gang!

I haven't posted in a while but you guys have been very helpful in helping me identify tools for my father's collection.

Here's a new one. It's attached to his old workbench. A Google search comes up with nothing. Strangely enough, it normally identifies almost everything that I post to it. You guys have any idea with this is?
