Mystery Toby

I've never seen a Toby like this and would like help solving this mystery as to its country of origin, age, character, and maker. This is in my family collection and was bought 40 years ago in eastern Ohio.

Special to this Toby are:
* Enamel eyes, eyebrows, and fingernails
* Snake/dragon handle
* Flow Blue mark
* A "Bennington Caramel" glaze around the top
* The character has a prominent mole/birthmark on the right cheek
* We don't believe the red paint is original, it's partially covering up a bisque like finish.

It's 4.25 inches tall and almost 3 in diameter at its base.
