belt or shoe buckle? victorian or edwardian?

Another buckle that I have had for a few years in my jewellery box I would like to guess that this is victorian or edwardian

I love the stones in this buckle there super sparkly and the hook on the buckle has some intricate detail

I wonder who wore this? as I do with all the pieces I own I would love to go back to the time

any help with identification would be greatly appreciated
