Can you identify this character?

Came from my Florida visit with dad and I have no clue at to what character this is. The jump suit has criss-cross strap in back. Interesting eyes and lips leads me to think female, but dress looks male. I am at a loss to know the character though. Porcelain face, but feels like sawdust in the body.
