Ms. Swain bait trap

Nice unique item, just had to buy it when I found it. I imagine it is pretty old although I haven't been able to narrow it down. Has a Mason jar lid which probably not what it had originally. I was able to find another example but no information on it. Feel free to comment, thanks.
