QUERKY FOOTED BRASS ENGINE TURNED TABLE BURNER? HEATER? WITH WICK

CYLINDER burner housing a wick which can be ignited to burn and then closed together to suffocate the flame. The brass engine turned body is beautifully engine turned with engine turned plate base ends. Obviously for a table, footed on the under side.. I have not a clue what this could have been used for and would be really glad to hear any helpful ideas. I guess that it might be art deco. May be for on board ship? Cigar lighter? Brandy warmer?…..?????
