Tin wind-up pinwheel panda

My dad purchased this for his little sister while he was still in the Naval service on one of his leaves. My Dad kept it for a long time and now it's with me. I'm surprised it still works. It has an extra little pinwheel included with it. I don't really know how old this is. But would like to know the history though.
